About the District Manager

On March 27, 2023, the Pueblo West Metropolitan District Board of Directors appointed Christian J. Heyn to the role of Metro District Interim District Manager.

Prior to being named Interim District Manager, Christian was the Metro District Director of Performance and Compliance, tasked with quality controlling Metro District departments and ensuring logistical compliance throughout the district's operation. Previously, he had been the Metro District Director of Public Works since 2020.

Since coming aboard, Christian has steered the public works department through challenging times. As the director, Christian’s first and greatest challenge was resolving issues surrounding the 40-year intergovernmental agreement (IGA) for road maintenance between Pueblo County and Pueblo West. The main issue, as Christian expressed in a presentation to Pueblo County in August 2021, was that the agreed funding for the District’s ownership of responsibility had not kept up with the cost since the last agreement had been signed in 2001. His efforts culminated at the end of 2021, and within his first year with Pueblo West, in the shared decision between the County and District to terminate the IGA and transfer the road maintenance responsibilities back to Pueblo County.

With the passage of Ballot Question 6C for a 1% road sales tax in 2022, Pueblo County agreed to assume road maintenance responsibility starting Jan. 1, 2023. This effectively dissolved Pueblo West’s Streets and Roads Division of the Public Works Department and prompted the Metro District and Pueblo County to produce a new IGA outlining the details of the transition. Throughout this process, which is still ongoing, Christian has been a "boots on the ground" subject matter expert about the transition details, relaying key issues to Pueblo County officials that would impact the transfer to best maintain and improve the service to the community. His work has not only contributed to a smooth initial transfer of maintenance duties from Pueblo West to Pueblo County, but his attention to detail has ensured that important issues didn't fall through the cracks while an IGA is being drafted. An approved IGA is expected to be adopted this spring.

Now as Interim District Manager, Christian will not only lead the District through the final stages of the roads transition process, but he will apply his knack for detail-oriented leadership, forged from a decade-plus in the U.S. Army, to the Metro District while the search for a new district manager continues.

Prior to joining the Metro District in 2020, Christian served in emergency management and logistical leadership roles in the U.S. Army, along with performing duties as a sexual assault victim advocate. Most recently, he was an operations officer for the Special Forces Group at Fort Carson, where he also worked for the Woodland Park Public Works Department as an International City/County Management Association (ICMA) Fellow. He had also served as a strategic plans officer with the Army Field Support Brigade in Kuwait, and the Executive Officer with the Explosive Ordnance Disposal Company in Fort Polk, Louisiana. Prior, he was an Army infantryman and platoon leader.

During his service, he received an Army Commendation Medal, Army Achievement Medal, and a Meritorious Service Medal for his performance in leadership roles.
