The Road Maintenance Inter-governmental Agreement (IGA) exists between Pueblo County and the District to primarily identify responsibilities concerning maintenance for roads within the District. The IGA gives the District the responsibility for maintaining all roads within the District that the County has accepted for maintenance. The County accepts roads for maintenance after it meets the requirements of District and County Roadway Design and Construction Standards. This acceptance process allows the County to calculate funding from the state's Highway Users' Tax Fund (HUTF) to be passed to the District to help fund maintenance requirements. Per County and District standards, unaccepted roads require developers - both commercial and residential - to improve the roads in accordance with standards prior to accepting them for maintenance.
